No. Applicant tracking system (ATS) does not eliminate or remove candidates from the candidate database or pipeline on its own. 

ATS helps you track candidates. However, you may define your prescreening criteria which could also become part of job application form and allow you to prescreen the candidates. 

Once candidates answer these prescreening questions, then you may use various filters to filter out candidates that may not fit the basic criteria. These candidates are just filtered out by you and not eliminated from your candidate database by the recruiting software.
